Les analyses de la baisse de la déforestation en Amazonie sont principalement fondées sur une explication rationaliste. Ces travaux portent peu sur les relations de pouvoir entre les acteurs impliqués, ni sur les valeurs qui les motivent. À partir d'une démarche analytique qui s'appuie sur le concept de gouvernementalité, l'objectif de cet article est d'analyser comment les acteurs publics et privés interagissent dans la gouvernance de la durabilité des filières soja et viande de boeuf en Amazonie. Nous montrons que la manière dont sont pris en charge les enjeux de durabilité relève d'un changement néolibéral des pratiques d'action publique, qui vise avant tout à conforter le modèle agro-exportateur brésilien.

Food problems are the order of the day. Solving the problems of hunger and malnutrition, producing and guaranteeing access to healthy food, preserving the environment, valuing local cultures and ensuring citizen participation are some of the many challenges that permeate the dynamics of food systems. This book addresses the role of Latin American public policies and actions in the configuration of healthy and sustainable food systems. Written by scholars specialized in various disciplines (economy, sociology, policy science, etc.) and hailing from ten Latin American countries, it provides a historical overview of national food policies, examines recent policy changes and explores innovative urban and rural experiences at local level. The authors also discuss the challenges of developing specific policy objectives related to sustainable food systems. This book shows how référentiels for public food policies have become more integrated in Latin America and takes a closer look at several promising local initiatives. However, it also highlights the many constraints in fostering sustainable food systems in the region, such as persistent competition among production models, land tenure inequalities and coordination issues among actors and state bodies. It will be of interest to a scientific audience of teachers and food systems professionals, as well as any readers interested in policy dynamics in Latin America.
The study aimed to analyse the processes of construction, institutionalization and implementation of agroecology and organic agriculture (PEAPO) policies in several federated states of Brazil to identify progress, obstacles and effects of interactions between public authorities and civil society. Theoretical reference system and method: - Application of a common analysis framework built by the Public Policy and Rural Development Network in Latin America and the Caribbean (PP-AL) in 11 states: Amazonas (AM), Bahia (BA), Federal District (DF), Maranhão (MA), Minas Gerais (MG), Pará (PA), Paraná (PR), Rio de Janeiro (RJ), Rio Grande do Sul (RS), Sergipe (SE), São Paulo (SP) + city of São Paulo; - Analysis framework of the dynamics of public action in 5 points (Lascoumes and Le Gales, 2007): situation and institutionalization of policies, actors and coalitions, representations (conceptions of agroecology), governance and main instruments; - Tools: document analysis, dialogue with the actors and series of semi-structured interviews. Four dimensions are to be taken into account in the process of institutionalization of agroecology at the level of the federated states: - An early trajectory in terms of construction programs and actions in favour of agroecology and organic production in certain states (RS, DF, PR) compared to the national policy (PNAPO) but also difficulties in establishing mechanisms of transversality and coordination between different instruments; - The diversity of institutionalization mechanisms (legal frameworks, instruments, instances of participation and social control) sets challenges for structuring in a coherent frame of reference in order to guide the action of the institutions; - The institutions / organizations involved in this construction internalize and manage this participation and the commitments in various ways, but not all of them manage to influence or integrate the management or implementation institutions; - However, the construction of PEAPOs has had a structuring effect for the promotion of agroecology: on the agenda and in public debate, legitimization, mobilization of actors and ability to influence the design and execution of certain instruments.
